Phillip Jones
AFGSC, SITE DIRECTOR
Mr. Phillip W. Jones, Jr served over 22 years in the United States Air Force from 1989 to 2011. As a master
missileer, he served in numerous operational and staff assignments at two missile wings, the numbered
Air Force and 2 major command headquarters. He also served as an Associate Professor of Chemistry at
the United States Air Force Academy, Colorado. In his last active duty assignment, he served as Chief of
Intercontinental Ballistic Missile (ICBM) and Helicopter Requirements and ICBM Weapon System Team,
Air Force Global Strike Command, Barksdale Air Force Base, Louisiana. There, he managed the
requirements development and execution of 16 modernization programs valued over $4.3B and oversaw
an annual operations budget of $1.2B.
Following retirement from Active Duty, Mr. Jones served as a
Program Analyst as a civilian in the Department of the Air Force for 14 years from 2011 to 2024. For the
last six years he was the Deputy Chief of the ICBM Requirements Division at Air Force Global Strike
Command, Barksdale Air Force Base, Louisiana where he oversaw an ICBM portfolio with an annual
budget of $5B. Mr. Jones has authored requirements/provided oversight of over 2 dozen ICBM ACAT I-III
programs and was the lead integrator for ICBMs in the AF’s Planning, Programming, Budgeting, and
Execution (PPBE) process.
Mr. Jones earned a Bachelor of Science Degree in Chemistry in 1988 from
Virginia Military Institute. He also has earned two master degrees. The first was a Master of Science in
Industrial management from Central Missouri State University in 1992. This was followed by Master of
Science in Chemistry in 1994 from University of Maryland, College Park.
