Shaun Morris
Lt Gen Shaun Morris, USAF, Ret., has more than 35 years direct experience in leading and managing
highly complex aerospace programs. He has extensive Department of Defense (DoD) and Foreign Military
Sales (FMS) acquisition expertise across all disciplines: program management, logistics, contracting,
engineering, and test and evaluation. He has a proven track record of success leading
teams/organizations of all sizes to successfully achieve or exceed their goals. He has a distinctive record
of success in building visionary strategic plans to address critical organizational challenges in highly
dynamic environments. He is a champion for process improvement and drove key process improvement
in every organization he has led.
Prior to joining Small Business Consulting Corporation, Lt Gen Morris was Commander of the Air Force
Life Cycle Management Center and Program Executive Officer for the Rapid Sustainment Office. He was
responsible for the total life cycle management for aircraft, engines, munitions, electronics, computer,
network, cyber, and agile support systems. He led more than 28,000 people across nine major operating
locations and executed a budget of approximately $304 billion. As the program executive officer, he was
responsible for finding ways to save money and improve efficiencies in the sustainment of aircraft and
other weapon systems throughout the Air Force fleet. His focus areas included robotics and automation,
advanced manufacturing, and condition-based maintenance.
Previously, Lt Gen Morris was Commander of the Air Force Nuclear Weapons Center where he was
responsible for the life cycle management of nuclear weapons systems supporting two legs of the nuclear
triad, including intercontinental ballistic missiles; gravity bombs; and nuclear command, control, and
communication systems. Serving as a Program Executive Officer for Strategic Systems, he led a $14 billion
nuclear enterprise sustainment, modernization, and recapitalization plan. He led revitalization of nuclear
certification processes to enable the most significant and concurrent nuclear recapitalization programs
since the Cold War.
Earlier, Lt Gen Morris was the Program Executive Officer for Weapons and Director of the Air Force’s
Armament Directorate. He was responsible for leading a $67 billion portfolio that included planning and
execution of all lifecycle activities for air-delivered munitions, legacy weapons and ammunition, combat
training systems, threat emitters, and aerial targets.
Lt Gen Morris has a BS in Engineering Mechanics from the U.S. Air Force Academy, 1988, an MS in
Systems Management from the University of Southern California, 1992, an MS in Military Operational Art
and Science from Air University, 2000, and an MS in National Security Strategy from the National Defense
University, 2006.
