Tim Nolan


Vice President: Ventures


Timothy J. Nolan is a dynamic leader with a distinguished 20-year career in the U.S. Air Force, which includes nine combat deployments and numerous accomplishments in both leadership and innovation. With a focus on advancing national security, Tim’s career has been defined by his ability to bridge the gap between the Department of War and cutting-edge commercial technologies.

In his current role as Vice President of Ventures at Small Business Consulting Corporation, Tim sponsored and helped develop the Bomber Supplemental Trainer for Aircrew Readiness (BSTAR) initiative, which transitioned into a standalone company now executing the Contractor-Owned, Contractor-Operated supplemental trainer program for bomber aircrew. He also supported the creation of a leveraged investment fund model to enhance the DoW’s capital investment capabilities, guiding the effort through governance, financial modeling, and legal framework development to ensure alignment with national security imperatives. Over the course of his career, Tim has helped businesses realize more than $440M in awards and establish a $500M SBIR Phase III Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle, significantly strengthening the Defense Industrial Base and accelerating technology transition.

Prior to joining SBCC in his tenure with Air Force Special Operations Command (AFSOC), Tim’s leadership in the AFWERX program integrated Silicon Valley technology into DoW operations, fostering innovation across 70+ Air Force bases. He also co-founded the Defense Ventures Fellowship, which helped over 288 DoW fellows gain valuable cross-sector industry experience, strengthening the defense workforce and facilitating collaboration with key technology partners.

Tim holds a Master of Business Administration from California Coast University and a Bachelor of Science in Professional Aeronautics from Embry-Riddle Aeronautical University. He is also a retired Air Force Special Operations Pilot with over 1,500 hours as an Aircraft Commander in the C-146 and more than 1,000 hours as an Instructor Flight Engineer in the MH-53 helicopter.
