A single-award Air Force IDIQ — Commercial Engagement & Integration / Rapid Acquisition Decision Support (CEI-RADS), contract FA680025D0001 — held directly by SBCC. Because it's single-award, SBCC is the only contract holder; there is no pool of competitors to beat on each order. The CEI-RADS IDIQ is a SBIR Phase III contract, which means it derives directly from and extends SBCC's underlying SBIR work — and under SBIR Phase III authority, the Air Force can issue work to SBCC sole-source, without further competition, for any scope that derives from, extends, or completes that SBIR effort. Within the scope covered by SBCC's SBIR authority, no other vendor can compete with us.

SBCC's CEI-RADS IDIQ is a SBIR Phase III award that derives from and extends the technical work accomplished under the Air Force Global Strike Command (AFGSC)-funded SBIR Phase II effort, "Commercial Engagement and Integration Prototype," contract FA873023PB009. That Phase II prototype is the foundation of the Insights Portal for Operational Decision Support (IPODS) platform and the commercial engagement, technology scouting, vetting, digital engineering, and rapid-acquisition decision-support methods that SBCC continues to mature under Phase III. SBIR Phase III authority (15 U.S.C. § 638) gives federal agencies the ability to award Phase III work — derived from SBIR/STTR-funded efforts — to the original awardee on a sole-source basis, with a statutory preference for directing such work to the firm that performed the underlying research. Because SBCC owns and developed that Phase II foundation, the Air Force can task SBCC directly under CEI-RADS for any requirement traceable to that SBIR effort, with no competitive procurement and no other eligible offerors for the covered scope.

Task orders can be FFP (on occasion), T&M/Labor-Hour, or cost-reimbursable (typically for travel), and a single TO can blend CLIN types to fit the requirement

This is a fast, direct, and streamlined path to contract for Air Force CE&I/DE&A work — AFGSC has already done the work to stand up this single-award SBIR Phase III IDIQ using our authority, so the vehicle is in place and ready to use. Lead with the strength of that position: any requirement that traces to our SBIR Phase III scope can be placed sole-source, with no new competition and no lengthy source selection. Frame the ordering path as a simple, repeatable two-step: A5N validates the requirement against our SBIR authority, then the assigned 767 ESF Contracting Officer issues the task order under FA680025D0001

Air Force-only – no path to other agencies. Services-only; not a product channel. As a centralized IDIQ, every requirement must first be approved and vetted through A5N, which owns the IDIQ; the vehicle then resides in the 767 ESF and is assigned to a single Contracting Officer – so all task orders flow through a single, controlled approval and contracting chain rather than being broadly accessible across the Air Force. Most importantly, only ~$8M of ceiling value remains, so this vehicle is approaching exhaustion – large or multi-year task orders may not fit, and we should track remaining capacity before committing a customer to it. PoP ends 10/06/2029, which further limits the runway for longer efforts. Work with no CE&I/decision-support character (pure facilities, logistics commodities) is out of scope.

The CEI-RADS SBIR Phase III IDIQ (FA680025D0001) covers the full set of activities that derive from, extend, or complete SBCC's underlying SBIR Phase II effort (FA873023PB009). Within that authority, the Air Force can direct the following work to SBCC sole-source:
Research & development prototyping that advances commercial and dual-use technology decision support for USAF technology investment and integration.
IPODS platform development and sustainment — evolving the Insights Portal for Operational Decision Support from prototype to a scalable, ATO/FedRAMP-targeted decision support system, including new workflows, interfaces, and algorithms.
Data production and analytics — building and managing searchable databases, predictive analytics, real-time reporting, and new metrics for leadership advocacy, requirements maturity, and technology prioritization.
Commercial engagement, problem curation, and solution vetting — technology scouting, referral-network management, due diligence on technology maturity, company viability, and IP status, and business case/acquisition-strategy recommendations.
Commercial Capabilities Integration & Transition (CCIT) decision support — orchestrating engagement events, managing the innovation ecosystem hub and commercial-facing portal, and leveraging SBIR, STTR, OTA, and PIA authorities to accelerate transition.
Digital engineering — computational algorithms, machine learning, and data-science tools integrated across Air Force data platforms.
Education and training — IPODS training, commercial engagement coursework, and innovation/deterrence seminars tailored to USAF mission sets.
These task areas are confirmed across executed CEI-RADS orders — including data production/analytics, problem curation and solution vetting, CCIT support, project management, acquisition analysis, and commercial engagement education.

SBCC's SBIR Phase III sole-source authority only extends to work that derives from, extends, or completes the Phase II prototype effort (FA873023PB009). The following falls outside that boundary and would require a separate, competed procurement:
Requirements with no traceable lineage to the SBIR effort — work that does not derive from, extend, or complete the commercial engagement/integration and IPODS-based decision-support technology developed under the Phase II prototype.
New capability areas unrelated to the CEI-RADS purpose — efforts outside R&D prototyping, rapid-acquisition decision support, digital engineering, data analytics, and education tied to commercial technology integration.
Production or full-rate fielding of the underlying commercial technologies themselves — the IDIQ supports decision support, vetting, and transition facilitation, not the acquisition or operation of the third-party commercial systems being scouted.
Work outside the IDIQ ceiling, period of performance, or NAICS 541715 scope — the contract runs 7 Oct 2024 through 6 Oct 2029 under NAICS 541715; requirements falling outside these bounds are not covered.
The dividing line is simple: if a requirement can be traced back to SBCC's SBIR-developed methods, tools, and IPODS platform, it is in scope and can be awarded to SBCC sole-source; if it cannot, it is outside our Phase III authority.

Air Force customer + the requirement is professional/analytic services in CE&I, DE&A, decision support, or education → strong fit, and it can be a directed task order. If the customer isn't Air Force, this vehicle doesn't apply (current modification request in with ceiling increase to expand to DoW).
