GSA MAS – Pending Award
-
GSA Multiple Award Schedule — planned, with our offer to be submitted as soon as possible. SBCC is pursuing four SINs mapped directly to its four lines of effort. GSA Schedule orders carry the standard 0.75% Industrial Funding Fee (IFF) built into pricing, a low cost of access worth flagging to fee-conscious buyers.
-
MAS is widely used, easy for COs to order against, and low-friction — rates, terms, and conditions are pre-negotiated, so the customer competes a quick RFQ among Schedule holders rather than running a full open-market procurement. Cost of access is low: orders carry only the standard 0.75% Industrial Funding Fee (IFF) built into pricing — worth flagging to fee-conscious buyers.
-
SIN 611430 — Professional & Management Development Training (Education LOE). Example requirements: curriculum design and delivery; wargaming and exercise-based learning; leadership and acquisition-workforce training; continuing-education programs.
SIN 541690 — Technical Consulting Services (CE&I LOE, Steps 1 & 2). Example requirements: early-stage commercial-engagement and integration advisory; market and technology scouting; feasibility and trade studies; technical consulting that shapes a requirement before execution.
SIN 541611 — Management & Financial Consulting, Acquisition & Grants Management Support, and Business Program & Project Management Services (CE&I LOE Option 2 — PM & acquisition support, Steps 3–5). Example requirements: program/project management; acquisition strategy and execution support; business and financial analysis; grants/agreements management.

-
The customer finds SBCC in GSA eLibrary / GSA Advantage or issues an RFQ under the relevant SIN; for orders above the micro-purchase threshold the CO competes the requirement among Schedule holders in that SIN. We tell each customer the exact SIN to target SBCC under so they're shopping in the right category.
-
Competitive.
A Schedule RFQ / competition among holders. Being on Schedule gets us into the competitive pool; it does not hand us the order.
-
Not yet in place. The offer still has to be submitted and awarded — there is no ordering until then. Keep this vehicle in "planned" status in all customer-facing materials.
-
Keep it in "planned" status. Build the SIN-targeting language above now so it's ready to deploy the moment we're on Schedule — e.g., DE&A analytics under 54151S, PM/acquisition support under 541611, technical consulting under 541690, and training under 611430.
-
Not yet in place — offer still to be submitted; keep in "planned" status, no ordering until award. It's competitive (Schedule competition / RFQ to holders), so a seat is a license to compete, not a directed award. Every requirement must map to one of the four SINs we're pursuing (611430, 541690, 541611, 54151S) — work that doesn't fit a SIN we hold isn't orderable. Pricing carries the standard 0.75% IFF.
-
Services that fall within our four SINs — training (611430), early CE&I/technical consulting (541690), PM/acquisition & business management support (541611), and DE&A/IT professional services (54151S) — orderable governmentwide at pre-negotiated rates.
-
Each requirement has to map to one of these four SINs — work that doesn't fit a SIN we hold isn't orderable. It's competitive (RFQ/Schedule competition) and not yet in place.
-
Match the requirement to the right SIN before quoting — training → 611430; early CE&I consulting → 541690; PM/acquisition support → 541611; DE&A/IT services → 54151S. If it doesn't map to one of those four, MAS isn't the vehicle.
