MDA SHIELD IDIQ – Active
-
HQ085926DE830 — MDA SHIELD (Scalable Homeland Innovative Enterprise Layered Defense) multiple-award IDIQ
Solicitation HQ085925RE0010002
PoP 12/29/2025–12/28/2035
NAICS 541715; place of performance Huntsville, AL (Bldg. 5222 Martin Road); SBCC holds a prime position
-
A Missile Defense Agency multiple-award IDIQ for advanced, multi-domain defense solutions protecting the U.S. homeland, deployed forces, and allied interests. SBCC is a prime on the vehicle, eligible to compete for task orders across MDA's full mission scope.
-
Contract HQ085926DE830; 10-year runway (12/29/2025–12/28/2035); NAICS 541715; SBCC is prime; the SHIELD ceiling is very large (a multi-billion-dollar program vehicle), so capacity is not the constraint — winning task orders is.
-
Access to MDA's broad multi-domain defense scope — science & technology, research & development, prototyping, disruptive technologies, systems engineering, weapon design, integration, production, test & evaluation, and sustainment — across air, missile, space, cyber, and hybrid threat environments, at both classified and unclassified levels.
-
MDA (or a supported customer) posts a task-order solicitation to the SHIELD pool of holders; SBCC submits a proposal and competes for the award.
-
Competitive.
Holding a prime seat gets us to the table on every TO competition — it does not hand us the work.
-
Missile-defense systems engineering and integration; modeling, simulation & analysis and digital engineering; AI/ML and data analytics for defense missions; architecture development and open systems / model-based systems engineering; prototyping and technology maturation for layered-defense systems; test & evaluation; and sustainment — supported by rigorous information management and cybersecurity practices.
-
Position for MDA missile-defense and multi-domain task orders. On every TO competition, lead with our AI/ML, digital engineering, and model-based systems engineering past performance — and our demonstrated agile acquisition/development approach that fields capability on reduced timelines — as discriminators. Because it's competitive, capture work and early customer shaping matter more here than on our directed vehicles
-
Competitive — a prime seat is a license to compete, not handed work; every TO requires capture and a proposal. MDA-centered scope only (MDA and supported customers); civil-agency work with no missile-defense/multi-domain nexus falls outside. Win rate depends on early customer shaping, so BD investment per order is higher than on our directed vehicles. Classified TOs carry facility-clearance and cleared-personnel prerequisites, and all work demands disciplined CUI/cybersecurity compliance (IMCP, NIST SP 800-171, DFARS) and OCI management.
-
The broadest technical scope in our portfolio for missile defense — science & technology, R&D, prototyping, disruptive technologies, systems engineering, weapon design, integration, production, test & evaluation, and sustainment, spanning air, missile, space, cyber, and hybrid threats, at classified and unclassified levels. NAICS 541715 again anchors the applied-R&D/engineering character.
-
It's an MDA-centered vehicle (MDA and customers it supports), and it is competitive – being a holder is a license to compete, not to be handed work. Civil-agency professional services with no missile-defense/multi-domain nexus fall outside.
-
MDA or MDA-supported mission + technical/engineering/S&T scope across the defense domains → compete it here. Plan for a task-order proposal, not a directed award.

· Carry our data/analytics and digital-engineering DNA into MDA. The same AI/ML, data analytics, and digital-engineering capabilities we've matured under CEI-RADS and the DACC II OT map directly to SHIELD's stated need for AI/ML applications, digital engineering, M&S, and model-based systems engineering — use that work as ready-made past performance on early TO bids.
· Stand up a SHIELD capture cadence. Treat SHIELD as a competitive pipeline: monitor TO solicitations, qualify each against our discriminators, and invest BD/capture early on the orders that align to AI/ML, digital engineering, and MBSE rather than bidding everything.
· Build a teaming bench. Where MDA TOs demand deep missile-defense domain or hardware/T&E reach beyond our core, pre-position teaming partners so we can field credible, full-scope proposals quickly.
· Watch for CE&I openings within MDA. Continue to monitor SHIELD task orders for commercial-engagement and integration (CE&I) space — problem curation, technology scouting, commercial solution vetting, and rapid-acquisition decision support — where our CEI-RADS core capability can be applied to MDA's mission. Even within an engineering-heavy vehicle, there is room to position CE&I as a discriminator that helps MDA rapidly identify, vet, and transition commercial technologies into the layered-defense enterprise.
