The DoD Tradewinds Solutions Marketplace — a digital repository of awardable, competitively vetted solutions in AI/ML, data analytics, and digital modernization, run by the Chief Digital and Artificial Intelligence Office (CDAO). Vendors earn a place in the marketplace by pitching solutions that are evaluated and rated; once listed, those solutions are pre-competed and ready for any DoD buyer to act on.

Because marketplace solutions are previously competed / requirement-satisfied (FAR/DFARS competition requirements already met), the government can engage SBCC directly with simplified documentation — typically just a summary of mission need, intended use, and acquisition approach. Any DoD contracting office can use any contract vehicle to finalize the award, which collapses the timeline from "identify a need" to "on contract." It is, in effect, a pre-cleared fast lane for digital and AI work.

Our awardable status in the marketplace is specifically for our Data Engineering & Analytics (DE&A) work — the same capability matured under CEI-RADS and the DACC II OT. So what this authority opens up is a pre-competed, fast-lane path for any DoD buyer to put SBCC DE&A work on contract: data engineering and pipeline development, analytics platforms and dashboards, AI/ML-enabled decision support, and digital modernization of data-driven processes. The competition for that DE&A solution is treated as already satisfied, so a customer can direct the award to us with simplified documentation.

Anchor the pitch to our DE&A heritage (IPODS, the DACC II analytics work) so the buyer sees a proven, marketplace-vetted capability, and pair it with a concrete finalizing vehicle (a customer IDIQ, OTA, or direct award) so the pre-cleared solution and the path to contract land in one conversation. If the need falls outside DE&A, this isn't the right authority — pivot to Phase III or another vehicle.
